ZenBusiness is a well-built, genuinely easy formation service with the friendliest onboarding in the category — and the pricing structure most likely to cost you more than you expected. The $0 Starter tier is real, but registered agent service runs around $199 a year, the Worry-Free Compliance product is free for the first year and then auto-renews at roughly $199 a year, and the EIN is around $99 unless you buy a higher tier. For a non-US resident, the biggest question is not price at all: it is whether their EIN workflow handles an applicant with no Social Security number.

Two lines in that table do most of the damage to the “free LLC” story. Registered agent is a legal requirement in every state, so it is not optional — and on the two cheaper tiers it is a separate annual charge. What the $0 tier actually costs

Take Wyoming, the most common choice for a non-resident.

Starter is $0 in service fees plus $100 to the state. Add the EIN at roughly $99 and the operating agreement at roughly $99, and add registered agent at roughly $199. You are at roughly $497 in year one.

Year two: registered agent at roughly $199, the Worry-Free Compliance renewal at roughly $199 if you did not cancel it, and Wyoming’s $60 minimum annual license tax. Roughly $458 — for a company that is just sitting there.

The non-resident problem: the EIN

This is the paragraph that decides it for most readers of this site.

If nobody connected to the LLC has an SSN or ITIN, the IRS online EIN application is unavailable. Form SS-4 must be sent by fax or mail, with “Foreign” entered as the responsible party’s tax ID, and the wait is measured in weeks.
